Educational Policies of Pakistan


  1. First Educational Conference 1947


The first educational conference was held karachi from November 27 to December 1, 1947 under the headship of Mr. Fazlur Rehman , federal minister for interior, information, broadcasting and Education and the chairman of the conference.
In the augural address he forwarded three dimensional types of education such as spiritual education, social education and Vocational education.
Different committee were constituted to work on various levels. Following recommendations were forwarded by the committees.


  • Six year free and compulsory education should be provided and gradually raised to eight years in future.
  • The common language of the country shoul be urdu
  • English should be taught as compulsory language at school level.
  • Two medical colleges for women should be established as soon as possible.
  • A council for technical education in Pakistan should be set up.
  • A national library and museum should be established
  • An inter university board was recommended
  • Advisory board of Education was recommended
  • Technical council should be set up
  • Compulsory physical education.


  • Comission on National Education 1959



  • The Comission on National Education was appointed by the govt on 30th december 1958. It was inagurated by Ayub Khan on January 5, 1959. This commission analysed all the previous reports and prevailing educational situation and submitted a report to the govt after one year in 1960. Important recommendations are as under.           . 
  • The commission recommended to achieve 5-years schooling within the period of first ten years and 8-years schooling in 15 years.
  • Training facilities and refresher courses should also be arranged for untrained teachers. Education extension centres should be fully utilized by the central and provincial governments.
  • English should be taught as functional subject at secondary level.
  • In secondary education examinations, public examination conducted by boards consist 75% marks and remaining 25% marks are awarded by school on result of students internals test and general behavior. For private candidates external examinations should be conducted.
  • Intermediate classes should be transferred from universities to board of secondary education.
  • At university level pass marks 40%. First division 70% and third division at 60 %.
